VTA seeks proposals from qualified firms with experience and knowledge of traffic engineering, including traffic counts and level of service analysis, to assist VTA in preparing the Annual Congestion Management Program’s Monitoring and Conformance Report.
California Government Code Section § 65089 requires Congestion Management Agencies (CMAs) to create a Congestion Management Program (CMP) to manage the effects of transportation and land use. VTA is the designated CMA for Santa Clara County and is responsible for monitoring the CMP roadway network on a biennial basis. VTA exceeds this requirement by conducting the CMP analysis each year and therefore reduces the scope of data collection during the “off-years” or odd-numbered years to maintain CMP monitoring on a yearly basis.
Pre-Proposal Conference: All prospective Proposers are strongly encouraged to attend the pre-proposal conference scheduled at the date and time stated on Table 1. The pre-proposal conference will be held via virtual conference only.
