Title VI Complaints

Any person who believes that they have been subjected to discrimination under Title VI may file a complaint with VTA.​​

No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.​

How do I file a complaint?​

If you believe that you have been discriminated against on the basis of race, color or national origin, by a VTA employee or VTA contractor, you have the right to file a complaint with VTA. ​​

In Writing: Complete VTA’s Title VI Complaint Form, and send it to:​​

If you have a disability or need assistance completing the complaint form, please contact VTA’s Customer Service at (408) 321-2300, or customer.service@vta.org. ​​

Verbally: Call (408) 321-2300. Complaints will be accepted and transcribed. ​​

Making a Complaint to an External Entity: You also have the right to file a complaint with an external entity such as:​​

Federal Transit Administration ​

Federal Highway Administration:

Caltrans

California’s Civil Rights Agency

Should a complaint be filed with VTA and an external entity at the same time, the external entity’s complaint shall supersede VTA’s complaint, and VTA’s complaint procedures will be put on hold pending the external entity’s findings.​

VTA Title VI Complaint Process​​

1. The complaint must be filed no later than 180 calendar days of the alleged discriminatory incident.​

2. Within 10 working days of VTA’s receipt of the formal complaint, the Title VI Coordinator, or their designee, will acknowledge receipt of the complaint, and start the investigation process.​

3. The investigation will address any allegations of discrimination based on race, color or national origin.​

4. Based upon all the information received, an investigation report will be written by the Title VI Coordinator, or their designee.​

5. The investigation will be conducted and completed within 60 days of the receipt of the formal complaint.​

6. The complainant will be sent a letter stating the final decision by the end of the 60-day time limit.​

7. The complainant will have five (5) business days from receipt of the letter to complete the appeal form and send to VTA. If no appeal is received, the complaint will be closed. Appeals may also be made to the Federal Transit Administration, the Federal Highway Administration, Caltrans, and California’s Civil Rights Department.​
