Great Mall Station Transit-Oriented Development

The Great Mall Station is a 4-acre property located at the corner of Great Mall Parkway and Fairlane Drive in Milpitas, California. This property currently serves as a Park & Ride lot for VTA Light Rail and Bus passengers. It has a pedestrian walkway from the parking lot to the Great Mall Light Rail station, which is served by VTA’s Orange Line. The lot also contains a retired bus loop. A bus stop for the 66 and 44 VTA bus lines is located on Great Mall Parkway adjacent to the site. 

This land has the potential for mixed-use Transit-Oriented Development (TOD). Transit-oriented projects allow people to live and work near public transportation, which helps clear the air, ease traffic, and add infrastructure investments to the community.  

VTA's Transit-Oriented Development Program works with municipal, non-profit, and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community. 

Station Access Study 

VTA initiated the Great Mall Station Access Study to analyze multi-modal access and circulation to and from the station and development area. Recommendations may include improving bicycle connectivity, pedestrian access, wayfinding signage, transit passenger amenities, traffic calming measures, and/or other safety enhancements. The study will develop access improvements and cost estimates for the station site and surrounding station area (within ½ mile) for future funding opportunities.

VTA hosted an open house on January 23, 2025, at the Milpitas Library (160 N. Main Street) from 6 - 7:30 p.m. to introduce VTA’s TOD program and this TOD site, hear your input on local area needs, and gather ideas for improving pedestrian and bicyclist access.
