The River Oaks Station site is an 18-acre property located at the corner of North First Street and River Oaks Parkway in North San José, California. This property currently serves as VTA’s administrative headquarters and a Park & Ride lot for VTA Light Rail passengers, which is served by VTA’s Blue and Green lines.
This land has the potential for mixed-use Transit-Oriented Development (TOD). Projects that are transit-oriented allow people to live and work near public transportation, which helps clear the air, ease traffic, and adds infrastructure investments to the community.
VTA's Transit-Oriented Development Program works with municipal, non-profit, and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community.
Station Access Study
VTA initiated the River Oaks Station Access Study to analyze multi-modal access and circulation to and from the station and development area. Recommendations may include improving bicycle connectivity, pedestrian access, wayfinding signage, transit passenger amenities, traffic calming measures and/or other safety enhancements. The study will develop access improvements and cost estimates for the station site and surrounding station area (within ½ mile) for future funding opportunities.
Community Engagement
How do you use VTA’s River Oaks Station? Do you walk, ride your bike, park your car and take transit? What improvements would enhance your ability to get to and from the station?

Community Outreach
VTA delivers outreach to the community in many ways, from email, web page posting like this, signage, tabling at events, presenting at your neighborhood association, and by mail notifications, to name a few. We use multiple approaches to ensure the community is informed and allow for authentic engagement.
Community Meetings
VTA hosted a community open house on February 13, 2025, at the River Oaks Cafe to introduce VTA’s TOD program and this TOD site, hear your input on local area needs, and gather ideas for how pedestrian and bicyclist access can be improved.
If you missed it, the open house display boards are available to download:
