VTA’s overarching goal is to provide transportation facilities and services that support and enhance the county’s continued success by fostering a high quality of life for Santa Clara County residents, and the continued health of Santa Clara County’s economy. Since the inception of the agency, our objectives have always been to provide a balanced transportation system that supports the implementation of all modes of travel and provides a long-range planning framework that supports and implements VTA’s strategic goals.
The planning and policy framework to develop and deliver future transportation projects is the Valley Transportation Plan (VTP). This plan considers all modes of travel, including highways, local streets and roads, and expressways as well as transit, transportation systems, and active transportation.
Plan development and visioning to create the VTP 2050 kicked off in Fall 2022. The plan will identify priority transportation projects with input received from VTA's Board and Committees as well as through a robust in-person and virtual outreach schedule. This will also provide opportunities to provide feedback on VTA's Visionary Network, a related planning effort that will develop an aspirational transit plan and provide specific guidance for transit operations to be implemented in future service plan updates.
The VTA Board adopted the Visionary Network and VTP 2050 goals in June 2023.

Engagement Opportunities:
In developing the VTP 2050 during the initial outreach, we reached out to the community as well as agency and city partners and VTA's Board and Committee to generate the goals that will guide the final document. In this second phase of outreach, we are sharing the goals and projects that will be included. We're also asking for feedback on other types of projects that should be included in some of the programming categories.

VTP 2050 Community Open House - September 27, 2023
Over 50 members of the public came out to the VTP 2050 Open House to learn more about VTA’s projects, programs, and long-range planning efforts at the Roosevelt Community Center in San Jose. This meeting was the kickoff for the second round of outreach for the VTP 2050. The plan articulates VTA’s vision for transportation, land use, and sustainability over the next 20 years. VTP 2050 Field Trip - October 21, 2023
Community members joined VTA staff at the Milpitas Transit Center to learn how transit infrastructure, bike and pedestrian infrastructure, and sustainability and environmental goals identified in our long-range planning efforts have been combined in developing our Milpitas Transit Center.
VTP 2050 Virtual Community Meeting - November 15, 2023
Community members joined VTA staff for a presentation about the long-range transportation plan. They learned more about the projects anticipated to be on the project list, sample programmatic categories, and provide feedback on their priorities for projects. At the end of the presentation, their was a facilitated Q&A session.
